Funding
Virginia’s local educational agencies/school divisions have several sources from which to receive funds and services to support their McKinney-Vento Education for Homeless Children and Youth (EHCY) programs.
McKinney-Vento EHCY Subgrant Funding

The McKinney-Vento Act authorizes the Virginia Department of Education (VDOE) to award grants to local educational agencies/school divisions for the purpose of facilitating the enrollment, attendance, and success in school of children and youth experiencing homelessness. Project Hope-VA facilitates this process (VDOE, 2023). The following documents will provide guidance and forms for proposals for subgrant funding:

Coordination of McKinney-Vento with Title I Services
Homeless children and youth are automatically eligible for services under Title I, Part A of the ESEA, whether or not they live in a Title I school attendance area or meet the academic standards required of other children for eligibility (ESEA section 1115(c)(2)(E)). For example, homeless children and youth may receive Title I educational or support services from schoolwide and targeted assistance school programs (USDOE, 2018).
