McKinney-Vento Liaison Training Requirements
McKinney-Vento liaisons are required to participate in annual professional development and technical assistance as determined by the state coordinator.
Section 722(g)(1)(J)(iv) of the McKinney-Vento Act, Title IX, Part A of the Every Student Succeeds Act states:
The State and the local educational agencies in the State will adopt policies and practices to ensure participation by liaisons described in clause (ii) in professional development and other technical assistance activities provided pursuant to paragraphs (5) and (6) of subsection (f), as determined appropriate by the Office of the Coordinator.
Virginia’s plan for such participation was published in Superintendent’s Memo No. 126-17, dated April 21, 2017. The following requirements were posted in Attachment A.
New liaisons, within 1 month of designation as McKinney-Vento liaison, must participate in one of the following:
- Project HOPE-VA In-Person Regional McKinney-Vento 101 Training
- Project HOPE-VA Live Virtual McKinney-Vento 101 Training
- Project HOPE-VA Online McKinney-Vento: Beginner Course
- This online course can only be used one time to fulfill the liaison training requirement.

Annually thereafter, liaisons must participate in at least one of the trainings for McKinney-Vento:
- Project HOPE-VA Online McKinney-Vento: Beginner Course
- This online course can only be used one time to fulfill the liaison training requirement.
- Project HOPE-VA Charlie Check-In
- Second Tuesday of the month (2024-2025 school year)

- Project HOPE-VA In-Person Regional McKinney-Vento 101 Training
- Project HOPE-VA Live Virtual McKinney-Vento 101 Training
- Trainings for McKinney-Vento can include webinars from any of the following:
- Project HOPE-VA – topical webinars*
- National Center for Homeless Education – US Department of Education Technical Assistance Center
- School House Connection – advocacy organization
- National Association for the Education of Homeless Children and Youth (NAEHCY) – membership organization
- National Network for Youth – advocacy organization
- Project HOPE-VA’s annual state conference
- National conferences, such as NAEHCY, Education Leads Home, or National Network for Youth
*Participation in at least 75% of the webinar is required to meet the training requirements.
If attending a training for McKinney-Vento Liaisons not offered by Project HOPE-VA, please email your certificate to homlss@wm.edu for our records.
